Gist of this article is something overlooked in the dawn of the microcomputers. A lot of this software was all developed on a timeshare and cross compiled to a target machine. Atari CoinOp ran on a VAX 11/780 and the home division used a DG MV8000 or MV10000 to cross compile on. Far from my teenage vision of game devs in cubicles on Atari 800s writing the next awesome game.
