Two Stop Bits | How to decode a stack of punch cards using a scanner or a phone?

I have inherited a stack of non-empty punch cards.

And also I have a regular A4 sized HP scanner which gives me tiff or jpeg.

What is the simplest way to decode the punch cards using the scanner?

Is there any ready to use programs? Can they do multiple cards per page (A4 fits three)?

Or, may be, there is some software to read punch cards with a phone camera like a QR code?

This looks promising and fairly versatile. You could use the scanner but it seems like it would be much slower than a camera/phone camera. Also you can likely get a much better contrast with a camera if the cards are a light color, which will help.
